To be exact, it is the continuative form, but used like as the present participle. Then, かぼちゃ乗り猫 can be translated as "the cat getting on the pumpkin". The expression like this is often used as the title of a work or of a topic, etc. Normally, かぼちゃに乗る猫 (kabocha-ni noru neko) will be used in the spoken Japanese. The same meaning:)

I guess maybe the another literal translation could also be "Pumpkin riding cat", but maybe that would be something like "猫のかぼちゃ乗り"? I usually just think Japanese does a lot of things backwards from the English version.
